Abstract
This paper focuses on the problem of modernizing public management in Latin American countries, through the integration of e-Government in the system of attention to citizens, seeking an affirmative ethical action, with elements that generate social welfare. To achieve this end, three elements considered key within the processes of official institutional management are examined: streamlining bureaucracy, combating corruption and efficiency in the supply of public services, being these focal points of encounter to generate satisfaction of the plaintiffs. For this reason, the proposed e-Government system must face the transparency of open systems that interact with citizens and allow their co-participation in the design of proposals that lead to the solution of social problems. The method used is the hermeneutic-documentary method. It is concluded that the use of emerging technologies is necessary to meet the demands of social transformation that, beyond the implementation of e-Government systems, reconcile the trends of modernization in public management with the political interests and values of the Latin American region.
